Yes. You need Level 1 before you can achieve Level 2, and Level 2 before you can achieve Level 3.

If that certification lapses and isn't reinstated, your practice's partner benefits may be affected — so it's worth keeping an eye on expiry dates for certified staff via Xero HQ, Xero Practice Manager or Partner Central.
